Dallas Cowboys Mock Draft (Every Round): Drafting the next great TE
By Reid Hanson
WR Penny Hart
Georgia State
5’8” 180lbs
Penny Hart dominated the Senior Bowl, routinely getting open with ease against some highly regarded competition. His breaks were clean, his separation was significant, and his athleticism was on display. After outshining fellow receiver, Andy Isabella, on the same field against the same level of competition, he started showing up as a late 2nd- early 3rd round prospect.
Then his testing began.
As quickly as he rose to the heavens, Hart plummeted back to earth. Faster than you can say “Tim Biakabutuka” Hart now looks like a Day 3 pick at best. If you trust the numbers, it’s hard to think otherwise.

Hart posted the kinds of numbers that makes you question everything. While his college film wasn’t dazzling it certainly wasn’t as bad as his Pro Day numbers indicate. Combine that with his week long efforts at the Senior Bowl and it’s hard to imagine other factors aren’t in play (possible nagging injury or something?).
Watching him play, you can see he’s a nuanced route runner who’s sneaky-quick and with short area quickness and clean movements. He’s a strong and willing blocker (given his size) and an experienced punt and kick returner (somewhere slow players don’t usually play).
I’m not a scout, nor do I pretend to be, but it’s hard to ignore what he’s put on film and showed us over Senior Bowl week, and trust only his testing numbers. For that reason I’m targeting him in the sixth or seventh (along with Hunter Renfro) because I think he could be a long-term solution in the slot for the Dallas Cowboys.
